Under financial control, an entity is in your Scope 1 and 2 if your consolidated accounts include it. A joint venture under joint control is also in, at your equity share. Follow how the accounts treat each entity. Ownership percentage alone does not decide it.

Where do you start the entity list?

Start from the list of entities consolidated in your financial statements for any part of the year. For a public company, the consolidated entity disclosure statement is a year-end list. Add every entity disposed of during the year, and reconcile the list to the acquisitions and disposals note. Do not start from the org chart or from the entity list in your finance system. Those lists can include entities that the accounts do not consolidate, and miss trusts and partnerships that the accounts do consolidate.

Under AASB S2, your emissions must cover the same reporting entity and the same period as your financial statements. The consolidated entity list is that reporting entity.

Then add the entities that the accounts do not consolidate but that hold an interest for you: joint ventures, associates and other investments. A joint venture under joint control goes in Scope 1 and 2 at your equity share. Associates go in Scope 3 Category 15 at your equity share. Other investments also belong in Category 15. See Joint ventures, associates, investments and franchises.

How does Bluegum's list work out?

Bluegum Group Holdings Ltd uses financial control. FY26 is 1 July 2025 to 30 June 2026.

The listed shares (0.05%) and the four Basecamp franchise stores are not entities in the group. The franchise stores go to Category 14. The listed shares belong in Category 15, and Bluegum leaves them out under its disclosed 1% equity threshold.

The parent itself has no sites or staff of its own in this example. It stays on the list with nil emissions, because it is the reporting entity.

Why is a 70% subsidiary in at 100%?

Your accounts consolidate a controlled subsidiary line by line at 100%: all of its revenue, expenses, assets and liabilities. The 30% that belongs to the other shareholder appears only as a non-controlling interest. Financial control follows the same rule. Summit Packs emits 1,830 tCO2e, and Bluegum reports 1,830 tCO2e in Scope 1 and 2, not 1,281 (70%).

The reverse also applies. A subsidiary that you control with less than 50% of the shares is in at 100%, because the accounts consolidate it.

What do you do with a dormant entity?

A dormant entity with no operations, sites or staff has no emissions. Keep it on the list with nil emissions and the reason. For Bluegum NZ Ltd, the record reads: "In the group. Dormant since 2024. No sites, no staff, no transactions in FY26. Nil emissions."

Holding companies with no sites or staff work the same way.

Leave out an entity that was deregistered before the start of the period. It is not part of the reporting entity.

What about an entity acquired during the year?

Include it from the date control passes. That is the date from which your consolidated accounts include it. An entity disposed of during the year is in up to the date control is lost. Trailhead Rentals is in from 1 March 2026, so Bluegum counts 4 months of its FY26 emissions. See Buying, selling or closing part of the business.

Are foreign entities in?

Yes, if your accounts consolidate them. The GHG Protocol boundary and the AASB S2 boundary are not limited to Australia. If Bluegum NZ Ltd started trading again, its New Zealand sites would be in Bluegum's Scope 1 and 2 at 100%.

Only NGER is limited to Australian facilities. An Australian NGER boundary does not remove a foreign subsidiary from your AASB S2 inventory. See How the NGER, AASB S2 and GHG Protocol boundaries differ.

A foreign entity needs data in its own country's units and currency, and factors for that country.

Can you leave out a small entity?

A small entity that you control is in your boundary. Its size decides how precisely you measure it, not whether it belongs. The Corporate Standard has no de minimis threshold for a complete inventory. Under AASB S2, materiality decides what you can leave unquantified.

Estimate the entity before you decide. If you do not measure it, record four things:

  1. The entity.

  2. Your estimate of its emissions, in tCO2e and as a percentage of your Scope 1 and 2.

  3. The basis of the estimate, for example floor area, headcount or spend.

  4. The reason you did not measure it.

"Excluded, immaterial" is not a record. "Sales office, 120 m2 leased, estimated 6 tCO2e (0.2% of Scope 1 and 2) from floor area, not separately metered" is a record. See Exclude something and defend the exclusion.

What this means in Avarni

  • Add each entity under Organisation › Entities, starting with the parent. Set the Parent of the top-level company to (top level).

  • Enter Ownership % as the legal ownership. Under financial control, load 100% of the data of every consolidated subsidiary, whatever this field says.

  • Set Registered / acquired at to the date control passed. For Trailhead Rentals, that is 1 March 2026.

  • Set Disposed at when an entity leaves the group. Do not create entities that were deregistered before the period.

  • Add a dormant entity with no facilities, and record the nil-emissions reason in your boundary document. See What goes in your boundary document.

  • Add the codes your finance system uses for each entity in Company codes, so ledger rows resolve to the right entity. See Set up your entities and facilities.
